Creates a directory and all parent/intermediate directories.
Aliases:
tf.gfile.MakeDirs(dirname)
It succeeds if dirname already exists and is writable.
Args:
dirname: string, name of the directory to be created
Raises:
errors.OpError: If the operation fails.
