EXT_disjoint_timer_query: createQueryEXT() method

The EXT_disjoint_timer_query.createQueryEXT() method of
the WebGL API creates and initializes
WebGLQuery objects, which track the time needed to fully complete
a set of GL commands.

A WebGLQuery object.
