Bug fixes

- `.WebSocketHandler.set_nodelay` works again.
- Accessing ``HTTPResponse.body`` now returns an empty byte string
  instead of raising ``ValueError`` for error responses that don't
  have a body (it returned None in this case in Tornado 5).
